Agreement signed for annex project

Montgomery County Commissioners approved an agreement with the private company selected to design and construct the courthouse annex project.

Indianapolis-based Envoy Construction Services plans to renovate a former long-term care facility on Crawfordsville’s north side into a county office building. Offices on the first floor of the courthouse and in the South Boulevard County Building would move into the annex.

The agreement, which the commissioners signed during their meeting on Monday, outlines the basic terms of the project. Under a “build-operate-transfer” process, Envoy would acquire the property, work with the county on a design and budget and renovate the building. The county would then pay Envoy back for the cost of development.

“We’re excited to get started with the project,” Rich Taylor, Envoy’s director of business development, said after the commissioners voted.

The company has secured the vacant Williamsburg Health Care building on Lafayette Avenue under contract for the project. The 37,000-square-foot facility was built in 1985 and operated as a nursing home until July 2019.

Envoy has ordered environmental surveys for the site and other agreements will be signed with the county during the project.

Plans for the annex include 40 offices and suites, a large public meeting room and storage space for public records.

Courtrooms and related offices will remain in the courthouse, and the highway department, sheriff’s office and probation department are also staying in their own facilities, officials say.
