City council sets speed limit on Purple Heart Parkway

Members of the Crawfordsville Common Council adopted a 30 mph speed limit Monday for the newly opened Purple Heart Parkway extension on the city’s south side.

A similar county ordinance is under consideration by the Montgomery County Commissioners.

The city also adopted an ordinance authorizing Taxable Economic Development Revenue Bonds for the Ben Hur Project. AP Development, the current owner of the building at East Main and Water streets, plans to renovate the building and create 60 new apartments. The ordinance outlines parameters and limits on the bonds, allowing the city to issue up to $3 million in bonds with a 25-year maturity date and interest rate of up to 6%.

The bonds will cover acquisition, renovation, and other project-related expenses, repaid through tax increment financing revenues rather than relying on general city tax funds.

In other business, the council:

• Adopted an ordinance making an addition appropriation for the year 2024 (City General Fund).

• Approved a resolution regarding receipt and approval of Crawfordsville Electric Light & Power Company’s proposed 2025 budget and salary worksheets. ($42 million in operating revenue and $41.7 million in operating expenses.)

  Approved a resolution regarding receipt and approval of Crawfordsville Street Department’s proposed 2025 Central Garage budget and salary worksheets.

• Approved a resolution regarding receipt and approval of the Crawfordsville Sanitation Department’s proposed 2025 budget and salary worksheets. ($374,153)

• Approved a resolution regarding receipt and approval of the Crawfordsville Storm Water Department’s proposed 2025 budget and salary worksheets. ($828,903)

  Approved a resolution regarding receipt and approval of the Crawfordsville Waste Water Department’s proposed 2025 budget and salary worksheets. ($4,621,390)

• Approved a resolution for an extension to an interlocal governmental cooperation agreement for fire protection and emergency medical services. This is an extension to an agreement between the city and Union Township for the last 10 years. The extension will allow time for the city to put together a new agreement that will improve the rate of compensation.
