He was born Sept. 20, 1935, at Bedford, Indiana, to Joseph and Pearl Raines.

He graduated from Bedford High School and attended Purdue University. He was a member of the National Guard, 138th Battalion, serving six years with an honorable discharge as staff sergeant. He married Norma Jane Thompson on May 6, 1974. He retired from Indiana Department of Corrections in 1999, as the chief of operations. He also worked at Indiana Brass, Hyster Company, Sparton’s, Commercial Filters and Harnischfeger. He was an avid guitar player of country western and bluegrass.
