Sewer district continues design talks, financing

An upcoming Nucor Road Wastewater Treatment Plant is in the design phase for the Montgomery County Regional Sewer Water District.

The district board is moving ahead with the process, discussing Wednesday public versus private funding for the facility.

The board had previously approved spending upward of $400,000 for the facility. Plans for the new facility are under development largely due to anticipation of new businesses along the industrial thoroughfare.

Indianapolis-based GAI Consultants is heading up the design and permit process, with President Lana Beregszazi recommending a public-private partnership approach Wednesday.

“We’ve gone back and forth with SRF (service request form) ... that’s probably not going to be a possible financing mechanism,” Beregszazi said.

Instead, a public-private partnership may be more feasible.

A public-private partnership is a long-term contract between the public sector and a private company, covering the design, construction, maintenance and financing of a project.

“The thing is, if you’re going to contract with a PPP, they would need to be involved in that design process so they can buy into the approach and agree to a price,” Beregszazi said.

GAI Consultants has been selected as the design engineer for the project.

The Montgomery County Redevelopment Commission has received funds to help cover the cost for the sewer district.

Further development of the design process is expected at the board’s next meeting on Oct. 14.
