Traffic stop leads to drug charges for Illinois couple

An Illinois couple is facing several drug charges following a traffic stop Tuesday on Interstate 74 in Fountain County.

Just after 11:30 a.m., Senior Trooper Millburg was patrolling I-74 near the 16 mile-marker when he stopped a 2011 Buick Lucerne for traveling 85 mph in a 70 mph zone. The driver of the Buick was identified as Haley Nihiser, 25, and her passenger was identified as Mitchell Chapman, 34, both of Decatur, Illinois. While Millburg was speaking to Nihiser, he smelled an odor of marijuana coming from the Buick. He also noticed indicators that criminal activity might be afoot. During a search of the Buick, Millburg located marijuana, methamphetamine and drug paraphernalia. Further investigation revealed the Buick was reported stolen from Illinois.

Both subjects were arrested and transported to the Fountain County Jail.

Nihiser faces preliminary charges of possession of stolen property and possession of methamphetamine, both level 6 felony charges; as well as charges of possession of marijuana, a Class B misdemeanor, and possession of paraphernalia, a Class C misdemeanor.

Chapman faces preliminary charges of possession of methamphetamine, a level 6 felony; possession of marijuana, a Class B misdemeanor; and possession of a paraphernalia, a Class C misdemeanor.

Millburg was assisted on scene by an Indiana Conservation Officer.
