Commissioners deny contractor’s payment

Montgomery County Commissioners decided Monday to not pay a contractor’s submitted invoices for work performed. The contractor, Justin Kelly of J&L Mechanical, will not be paid  the amount of $22,870.73 after the review of submitted receipts.

Kelly had been contracted to work on homes that had been selected to receive Montgomery County Home Rehabilitation Grant funds that were administered by Thrive West Central. Commissioners canceled the contract with the contractor after concerns by Thrive grant administrator Kristine Krueger.

Krueger investigated the claims and told commissioners she had concerns and two of the companies Kelly claimed to have receipts from reported they had never done business with the contractor.

After receiving the report from Krueger, commissioners opted to deny payment to Kelly.

Commissioners entered into a contract with Joe Jenkins to be the new mapping director as of Aug. 16. Present director Mike Davis is retiring from the job and has been training Jenkins for the past two months.

A first reading of a new ordinance that will change employee benefits was accepted. Most notably the county is adding maternity leave for eight consecutive weeks for the mother. Also the county will allow four weeks of maternity leave for the father of the child.

The ordinance also addresses a change in paid time off accumulation and usage.

In other business, commissioners:

•  Created by ordinance a nuisance Abatement Fund for the county health department.

• Agreed to partner with Montgomery County Soil and Water District for a grant to be used in the upper Sugar Creek watershed. Commissioners will issue a letter of support for the Indiana Department of Environmental Management grant.

• Approved the Covered Bridge Certification to be sent to the Indiana State Comptroller.

The next commissioners meeting is scheduled for 8 a.m. Aug. 10 at the Montgomery County Government Center, 1508 Constitution Row, Crawfordsville.
