Council moves south side annexation forward

The Crawfordsville City Council on Monday conducted a public hearing and a first reading on the proposed annexation of approximately 31 acres along U.S. Highway 231 South.

Council members also approved a resolution adopting the fiscal plan for the proposed annexation. The property includes multiple parcels and associated right-of-way along the south side of the city.

Under fiscal affairs, the council adopted an ordinance authorizing additions and improvements to the Crawfordsville Electric Light & Power system and the issuance of revenue bonds for the project. The proposal authorizes up to $12.7 million in bonds to fund construction of a new substation on Memorial Drive, which carries an estimated cost of $10.75 million. The new substation will help relieve demand on the Kentucky Street substation and support commercial and industrial customers.

The council also approved on second reading an ordinance establishing a nonreverting Engineering Review Fees Fund, which city officials said will allow the city to pay engineering costs for projects directly from a dedicated account.

Council members also conducted a first reading on an ordinance authorizing sewage works revenue bonds for the wastewater department’s sewer digester project. City officials said existing wastewater rates will support the revenue bond and that the project will not create additional taxes or rate increases. The revenue bonds along with a $750,000 grant from the Indiana Office of Community and Rural Affairs will help fund the project.

Under traffic, parking and safety, the council adopted an ordinance adding a disabled parking space directly in front of 307 E. Jefferson St. and repealed a handicapped parking designation at 515 S. Water St. at the request of the property’s new owner.
